Capillary number — where it appears

The ratio of the viscous stress that deforms an interface to the interfacial stress that resists it. It decides how far a drop stretches in a shearing flow and how thick a film a withdrawn plate carries, and it cannot decide whether the drop breaks — that needs the viscosity ratio and the type of the flow as well.
